What a Balady license is and who needs it
A Balady license is the permit issued by the municipality to carry out a business activity at a specific location, and every establishment that opens a shop, office, warehouse or workshop with real activity needs one. The commercial registration proves the business exists legally; the Balady license proves that the location itself suits the activity and meets municipal and safety requirements.
Applications go through the Balady platform of the Ministry of Municipalities and Housing, and the license is linked to the commercial registration, the national address and the title deed or registered lease. Restaurants, salons, retail shops, administrative offices and workshops all need one. Requirements differ by activity and city, so it is worth checking the activity's requirements before signing a lease.
Requirements before you apply
Most delays and rejections come from a location that does not suit the activity or an unregistered lease, so prepare these first:
- A valid commercial registration that includes the activity, with its annual confirmation up to date.
- A lease registered on the Ejar platform, or a title deed, matching the shop's address.
- The establishment's national address, registered and matching the shop location.
- A Civil Defense safety certificate, or its requirements met according to the activity's risk classification.
- Shop, frontage and signboard details or photos where requested, with the signboard dimensions.
- A building permit or occupancy certificate in some cases, especially for new commercial buildings.
- Additional approvals for some activities, such as food, health and education.
Do not sign a long lease before confirming that your activity is permitted at that location. Checking first is easier and cheaper than trying to fix the location after signing.
Steps to get a Balady license
The steps are mostly online, and some activities include an inspection visit depending on the activity and its risk classification:
Sign in to Balady
The owner or delegate signs in through Nafath and selects the service to issue a business license.
Link the CR and location
The commercial registration and activity are selected, and the shop location is linked to the registered lease or title deed.
Shop and signboard details
The shop area and signboard details and size are entered; these are among the factors that set the fee.
Safety certificate
The Civil Defense safety certificate requirements are completed according to the activity's risk classification.
Inspection where needed
Some activities get their license instantly; others need a site inspection to check requirements before approval.
Pay and issue
Fees are paid by SADAD bill and the license is issued online with a verifiable code.
Renewing and amending a municipal license
A municipal license is renewed on Balady before it expires, and renewal usually requires a valid commercial registration, a registered and unexpired lease and a valid safety certificate. Late renewal can lead to fines under the municipal violations regulations and can hold up other transactions tied to the location.
Amendments include changing or adding an activity, changing the shop or signboard size, and transferring the license when the establishment's owner changes. If the shop moves to a new location, this is usually a new license for the new site and cancellation of the old one, not a simple amendment. Any change to the commercial registration, such as the name or activity, should also be reflected on the license so records do not conflict during an inspection.
Balady license fees and timing
There is no single municipal fee for every shop: fees are calculated in Balady's fee calculator by city, location classification, shop area, signboard area and activity type. So we do not quote a general figure here; we calculate the amount for your location and confirm it before payment.
| Item | Amount or time | Note |
|---|---|---|
| License and signboard fees | Calculated per location | Via Balady's fee calculator, by city, location, area and activity |
| Civil Defense safety certificate | Varies | By activity risk classification and premises size |
| Time to issue | Instant to 10 days, usually | As listed by Balady; inspections or other approvals can take longer |
| Renewal | A few working days | With a valid CR, lease and safety certificate |
| Grow More service fee | Fixed price agreed before work starts | Quoted on WhatsApp |
How Grow More handles your Balady license
Grow More is an independent private office, not a government body. We start by reviewing the location, activity and lease before applying, then complete the application on Balady under a delegation or power of attorney that you control and can revoke at any time, and we follow the safety certificate and inspection through to issue. We never ask for your Absher or Nafath password or the verification codes sent to your phone.
We agree a fixed price with you before starting and quote it on WhatsApp, government fees are paid at cost with receipts, and you pay our fee when the work is done. You get a status update at every step, in Arabic or English, and we serve businesses in Riyadh, Jeddah and Dammam.
Government fees shown are indicative and change from time to time. Grow More is an independent private firm, not a government body; we confirm current fees in your quote before we start.
